No one seems to have really answered your actual questions.
First, if a project calls for actors who are teens, the producers are obviously not going to have kids come in who have the college degrees you mentioned. However, the ones who are considered and ultimately hired will have significant experience and/or training.
As for "fame," it comes when an artist is cast in a role in a hit show/film -- and they're usually noticed because the role is so well written or crucial. It's basic logistics -- if the show becomes a monster hit, then more people see it, and the more exposure the artist gets.

Look im 12 and ty for my question look at the odds and you don't want to starve yourself trust me my sis tried that and wanted to be a supermodel the only place she went was the ER if you want to be an actress still very low chances and you need to have like a year of experience in acting school then another then another then you can be on tv as a background person the maybe a few years later if you have got the stuff you can have you own show but you can skip about half with 2 million dollars all of the famous people stared out at like 5 as an extra like Selena gomez and her family already had tons of money that's how she got to be who she is.

Most though family members that are already in the entertainment world, and or by having money and living in a area that has a lot of movie actors. California and New York. You don't need a degree to read a script

connections, relatives in show biz, pushy stage mothers,
a college degree is a waste of time for an actor (except in rare instances like Julliard or Yale)

They have agents.
Agents are not expenisive if they tell you to pay money up front it's a scam they take 10-15% of the money you make on a job

Many teen stars have had a hard time growing to adulthood. Some have turned to crime or drugs.
Mostly it is luck and pushy parents.

well i have taught of this too.the way that they get all these gigs is that they have agents.i was going to get an agent but they are very expensive.
