Because they might feel it furthers an invasion of themselves when there is no need associated with it to justify the action.

although the first response would be guilty of something,
it may just be that person doesn't want "Big Brother"
having another way to put the finger on him. It is, after
all, an invasion of your personal property/body parts.
I disagree, and don't have problems with the parts. However,
I firmly support and defend the rights of people that refuse,
with no questions asked.

I've never had to get finger printed to get my drivers license and I wouldn't want to either. That sounds like Nazi Gestapo. Why don't we just get a barcode tatooed on our arms. Then they could really keep track of us like we were little lemmings.
Let me add, I have nothing to hide. It's about the principal of freedom and personal privacy.

PRIVACY. Some of us are SICK OF THIS. It is just like the why not let them put little chips in you so they will know where you are at all times. Rather then "prevent fraud", which this wouldn't do because if I can make a fake license now I DO have my own fingerprints to do it then, if that is their latest story some of us want to have our privacy. We don't want our fingerprint to be that easy to get. What if you lose your license/wallet? Now someone has your fingerprints. Sure they are ON the license but you'd be amazed at what people can do.

In some cases, it might be because they're wanted for criminal activity. Sometimes, it's because the individual believes that the government is already having to big of a roll in there lives.
This is one of those areas that I comply because it's the law (and I want to end up with the license), but I disagree with philosophically.

Only two reasons I can think of; the first reason being the person has something to hide, and the reason is simple paranoia.
Anyone says privacy issues to me is using that for an excuse, because they have something to hide.
