McDonald's is a much better job than Target.

I had *no* retail experience before Target hired me...but then, I'm not a minor. But I know that there are plenty working at my Target. You shouldn't have an issue though, it's not like they're not going to train you anyway.

You generally don't need to have experience to get a job at Target. You are more likely to get a job at McDonald's at your age however.

It depends. If there is someone else more qualified and more confident, yes you should start lower like McDonald's. However, if you walk in there confident, state all past volunteer work, because it does count, and make yourself seem like the better worker, you could be hired. It just depends on your attitude and your competition.
