Well in real life, Keifer Sutherland was born on 21st December 1966, which makes him 41.
In the 1st series of 24, Jack's daughter Kimberley was 16 years old so it's quite possible that he was only in his early 30's, if not even younger, bearing in mind that from the 1st to the 6th series I think 9 years have past so I would hazard a guess that he's either meant to be late 30's or early 40's!

I wondered if his age is why they brought in Rick Schroder -- as a younger partner or something.

I don't know, but based on his daughter's age, I would guess in his early 40's.
