How does a University become licensed?

What does it take for an online university to obtain a license to grant degrees? If you can please provide a website (such as ed.gov) that will give me the step-by-step procedure for obtaining a license I will be grateful.

The specific states I'm looking for are Maine and New Jersey. Thank you :)

One of the requirements for New Jersey is a physical library located within the state holding 50,000 volumes. This is one reason The University of Phoenix cannot grant degrees in New Jersey.
