when you turn the steering wheel to the right, it's fine. when you try to turn it to the left, there is a whining nose and it is very stiff, like the power steering is gone. what could be going on?

There are only a couple of things to look for. Is the power steering reservoir filled with fluid? Is the pump quiet otherwise? The third item is the steering rack itself.

A good independent mechanic could determine what the nature of the problem is. From your description the pressure lines should all be inspected to the rack to see if they are open.
By popping the tie-rods off the steering arms it can be determined if you have a ball joint or strut tower bearing issue.
The actual steering rack can then be tested for proper stroke.
Rebuilt power steering pumps run around $85.00. Re-manufactured power steering racks average $250.00.

I would say you have a bad power steering rack and pinion unit. If anything was tight or binding or if the power steering pump was bad usually it will do it in both directions but if your rack unit is bad you can have power assist in one direction but not the other due to the seal assemblies inside the unit itself.
