Hawaii, Minnesota, New Hampshire, Vermont, Maine, Wisconsin, Kansas, New Mexico, Oregon?, Montana, Idaho, Alaska, Illinois and Iowa do not have the death penalty. The list may be incomplete, but I believe all the other states support it.
California, not Texas, has the most people on Death Row and Florida executes at the highest rate.

At present, I believe, only thirty eight(38) states carry the death penalty, with some, I believe, adding to the ballot of the up coming election, to have the statue struck down. More and more people are beginning to believe it's an inhumane form of punishment. Just my opinion friend..............LATER

How would you define the "strictest" death penalty? I mean, death is pretty much death.
