My relative wants to grant his sister and daughter equal asset mgmt POA...can it be done?

Certainly, but it would be best to set up a mechanism for resolving disputes between them BEFORE the POA takes effect. Also, do decisions require assent of both of them or can either act independently, and under what circumstances. It all needs to be well thought out beforehand.

I believe POA is only one person

I think attorneys have too much power as it is. Therefore, power of attorney should limited to only one parasite.
