They do the same matches over at house shows or the same matches that they will do at the next pay-per-view.
I went to the Las Vegas house show a month ago and the matches were almost identical to yours.
John Cena beat Orton and then some fat guy in a penis speedo (the ones where it only covers your penis) came out dancing and then Cena got someone from the audience to dance with him and FU'ed the fat guy

I hope the matches near the bottom of the card had some action...on paper, they are weaker than normal matches due to lack of storylines....though potentially some good workers.
