I think its mainly part of the personality. It can be learned of course. Some actors are great at it but they are not gay ya know.

Some can turn them on and off, so yes.
I dated a guy who was very masculine. Sometimes when we would go out, he would "sashay" across a room or a store in the mall, because he thought it was cute that it embarassed me. I am very masculine, yet get a giggle outa the really fem, super flamboyant types. I DON"T condemn or anything, just makes me laugh sometimes. Anyway, he was most definitely masculine, but could do the fem thing on cue. Of course, the opposite is often true also. Many guys who are natually feminine acting, can "butch up" if they need to, but are often not comfortable doing so.

Usually it is a natural part of their personality but believe it or not it can be learned. When u have a gay friends who have that personality u sometimes feel pressure to conform to the "cattyness", I would know I can remember doing this in high school of course to me it never felt right and felt forced so I stopped but again that's not with everyone.

I think we don't turn them off and on, rather, we learn to hide them around straight people.
I definitely change the way I walk, talk, etc. when I am in the company of breeders.
When I am around other gays, I don't have to worry about being constantly judged and ridiculed, so my true nature shines through without censoring.

I, honestly, don't know where the feminine mannerisms come from. I'm gay and I couldn't act feminine if my life depended on it. lol. I guess it's something you really have to work on for years.
