Wow -- sounds like a really fun tenant. I ahve a theory that ALL tenants are a litle crazy, some of them just don't know it yet.
Start documenting everything -- phone calls, messages, fights with other tenants. In most places, you can't take away something that was rented with the apartment. Leave the hose, but send your tenant a letter outlining the concerns regarding t hose incident (keep a copy of the letter).
Unless there are alot of vacant properties in your area, find a new tenant as soon as you are legally entitled to do so (at the end of the lease, or with proper notice). Landlords donot need the headaches caused by people who don't realize it would be rude to spray someone with a hose (even accidentally).
However, I recently had a tenant that was constantly complaining about another. We tried to rectify every complaint in a mature manner. In the end, we discovered that it was the complaining tenant that was causing the problems. Make sure you get both sides of the story before making judgements on who should stay, and who should go.

Charlotte, if he wouldn't stop when asked, then taking the hose away was the only course of action you could take. But what if he buys another one? Sued over a hose, most people don't have the money to pay you rent let alone sue you over a hose. You can always give it back to him when he moves out! lol

Are you for real? You keep asking questions about this tenant. First it was you painting and they were angry, now they are squirting people with a hose and you are cleaning windows. All this in a day? What's the real story here. I've been following this like a soap opera now. I can't wait to hear the conclusion.

Well..
He can not sue you for taking away a $20 hose. Or however much he spent. He can threaten you all he wants with the big "S" word. You can still give it back and apologize.. but give him a written warning. Make a copy for you and him and make sure you both sign it. That way if it happens again, you can evict him if you wish to go that far.

You have to write a warning or certain kind of rules in the complex all the time. So that if things got worse and suing or court appearing is needed, you have something to back you up.

Unless the rental contract specifies entitlement to a hose ,
And since he was being a nuisance . . .
He can always sue for anything ,
BUT , the chance he'll win are minimal to nil .

do you have anything in the lease about washing cars on premise etc. then you are allowed to take water hoses away.
