wait i dont think i understand. your building one?
if you are building a place i suggest a coffee shop because libraries lots of books collected slowly one at a time and you need alot of cash to start one. if you are working in one of those 2 places i say library because its slow paced and leisurely quiet

People who do their "work" in coffee shops appear nothing but pretentious. My school's library has many private study rooms that are very useful for holding discussions.

Library if you are working alone ,
The library if you need a quieter space for covering details at a business meeting OR
Coffee shops for sales meetings . . .Getting people pumped on espresso .
(When you are rich enough to toss $$$ for those pricey mochas)

Coffee shop, its a more social public environment. Allows for some networking opportunities. i.e. putting you website or what you do across the back of your shirt up high so other people could read it.

A coffee shop will delf have too many distractions, and I doubt if they will let you sit there all day, every day, buying only a coffee.
