No, they are not going to become babies. They are dead.
Chickens, like most birds, brood (sit on) their clutch of eggs to ensure that they develop properly. If the eggs are not maintained at 99°F for 21 days, they will fail. Chickens lay one egg a day. The hen will delay brooding her eggs until she has accumulated her whole clutch of perhaps ten eggs. The first-laid eggs stay alive but do not develop at the lower temperature. This ensures that all the eggs will hatch at about the same time, a tremendous advantage in the wild, where it is important to leave the nest soon after the chicks have hatched.
These eggs that are sold at the stores were gathered soon after being layed, and were, of course, not kept warm enough to develop. It's to late to hatch them yourselves with an incubator.

chickens lay eggs whether or not they have mated with a rooster.
The egg laying chickens on farms are kept separate from roosters, so the eggs they lay have never been fertilized.
Occasionally, a Rooster may get into the chicken coup and mate. You can see the embryo in the egg if you hold a light up to it, and they do this at the factory to be sure they don't send out any fertilized eggs.
Once in a while they miss one, and you can tell when you crack it open because it will be all bloody.
You surely would not want to eat such an egg.

In order to develop into baby chickens the eggs must be fertilized. Laying hens are kept away from roosters so this will not happen. The eggs in the grocery store are unfertilized and never become embryos.

Good, I don't feel so silly now. I thought that they would be baby chickens if kept warm for the correct number of days until they hatch. My grandmother told me that since there is no rooster with the chickens they will not be able to turn into baby chickens. A chicken can't have a baby on it's own the same as all the other animals.

the eggs in the grocery store are from Battery Hens.. these hens are kept in tiny cages with 2-3 other hens.. as such the eggs are not Fertilized by a Rooster... the eggs quickly fall into a trap and roll away from the hens (poor hens dont even get a chance to sit on the eggs and feel proud)... there they are instantly cooled.. so even IF you happend to get a rooster.. there would be no baby chicks beause the eggs cannot develop in cool temps..
Free range eggs - now that depends if their is a rooster or not - typically there are NO roosters.. and eggs are collected daily which prevents embryo development even if a rooster was pressent...
I have Free range chickens (and no rooster).. your sister is wrong.

the eggs at the grocery store will not turn into baby chicks they were taken and cooled and then packed and sent to the store and bought by people like ourselves there might be a rare ocasion where a chick was starting to form but that has only happened to me once so dont worry . chicks cant hatch without warmth so they will not hatch if u buy them from a store

Eggs need to be kept warm so no.
I have been told that if the egg has what looks like a blood clot in it then it would of grown in to a chicken I have seen this before but not often.
