Evanston is a suburb of Chicago. The winters tend to be cold - mostly because of the constant wind and its proximity to a large body of water.
Snowfall is certain, and the cleanup after each snowfall makes getting around difficult at times.
But, there's a sense of community, so everyone is happy to moan about the winters.
Just bundle up warmly (wear layers of clothes) and you'll be fine.

Weather in Chicago/Evanston can get pretty cold, so if that is a problem, look elsewhere. Seriously, it can get to 10 below or more. And maybe even colder in Evanston because there aren't as many tall buildings to block the wind as there are in Chicago (the two are so close it's almost like the same place and there is an el train that connects the two.) But it's nothing you can't tolerate if you prepare for it. Buy warm clothes, a big coat, boots, hats, gloves, etc. Think outdoors store. Millions of people live here and have lived here for DECADES. And many people continue to move here every year to live, work and play. The winters may be cold but the action and excitement in the summer more than make up for it.

I have lived in Evanston and Skokie (A suburb next to Evanston) my whole life. Considering that, I may have a different outlook on someone who has lived in warm weather, but it really depends on the winter and a lot of times the week. The weather is fairly erratic in the Chicago-land area and one winter can be ridiculously cold, one could have a ridiculous amount of snow and the next could have both or neither. When it snows a lot and is cold it can get pretty bad, but if you are going to be a student at Northwestern you will probably not have nearly as bad as a time as someone who has to drive to work. I would absolutely get a warm scarf, gloves, hat and jacket. Oh, and investing in some boots to get through the snow would be advisable. The fun thing about the winter in Chicago and being in college is that it doesn't really matter what you look like in class, so I would opt for dry and warm rather than cute and cold. Well, I can't stand cold weather and I've lived in the Chicago area my entire life. Winters are miserable for me. I spend most of winter (which usually lasts from about October until about April) depressed and wishing I lived somewhere else. Winters here are cold, kinda dark, and dull. Personally, I like snow, it makes the winter seem more exciting to me, but lately it doesn't snow much in Chicago. So it's just cold and grey outside. If you REALLY don't like cold weather, you may not want to come here.
But there are a lot of things in Chicago that you can do during the winter to keep your mind off of the dreadful weather. But if you're busy with school, you may not have time for those things. So, I guess you just have to weigh your options.

It will be a lot colder than you're used to, but it shouldn't be that bad unless you really hate cold weather. You'll just have to update your wardrobe once you get there (If you end up going there). My aunt who has lived in the area for a long time says the winters have been getting progressively milder each year.
I'm used to sunny & humid weather, I lived in L.A. & hated it (too dry all the time), moved to Chicago & the cold doesn't bother me nearly as much.

Yes, They have ice storms. I have been in the area before.
The people adapt. If the power goes out its tough. The rest of the time is very good.

if your used to warm, don't come here. it could snow from September to April. sometimes we don't see the sun for weeks.
