Scenic Mountain Medical in Big Spring, Tx policy is the following according to their website:

Any patient having inadequate insurance coverage, or no insurance coverage, will be requested to make appropriate deposits at the time of admission
You will be asked to pay any co-pays or deductibles not covered by your insurance at the time of service.

Even thos it does state this on their website. My son was still denied a payment plan even tho his insurance would have paid 90 percent.
My son could have died if we just have walked out of the hospital. His doctor told him to go straight to Midland right away which is 45 mins away. It took the emergency room their another 4 hours and they performed the surgery that night at 10:38.

Can they still denie you payment options to perform a ct scan.

Yes.

In the USA, unless an individual's life or limb is in IMMEDIATE danger (as in: death or limb loss is imminent or a woman is currently in labor), a hospital can deny service for any reason and refer out.

In addition, a CT scan is diagnostic, not curative.

I'm sorry to hear of your son's bad experience. It sounds really strange that he was denied a payment plan. Hospitals can reported to the state for inappropriate treatment. You should check into it and they will investigate. The hospital where I work does ask for the deductible and the co-pay up front but if you can't pay it they will see you anyway.
