Pour it down a smooth surface, like a sheet of plastic or a monofilament line or wire.

I do not see the connection between your question and the pictures. Those are just water from multiple nozzles with individual nozzles turned on and off, timed to light flashes. The strobe effect yields the images you see. The water streams are still dividing into small drops, as demonstrated by the texture in the strobe images.
