OEM means original equipment manufacturer. See the link for more information. For example, say you bought a brand new car and after a few years you need to replace the battery. You could get a battery from another manufacturer, or you could buy the OEM battery which is from the same maker who supplied it to the car company when it was a brand new car.

For DVD drives and the like, it is just the drive and the driver disk. Sometimes you can find them bundled with software like Nero.
