I lose about 1 quart every 1500 miles.
95000 miles No blue or white smoke
No oil oin the ground under the car
I lose more oil highway drining as opposed to city miles
I ahve treid high mileage 10-30 and ahve used CD-2 oil seal without any significant results.
What is going on? What should I do?

Sound's like pcv valve maybe valve guide seal's, rings . may not smoke at idle, But at highway speed and rpm's up you may not notice the smoke.
Still that may be normal for your engine's use. 1 Qt. between oil changes pretty normal. and isn't much you can do about it.

Could be your seals or gasket.

Normal engine wear.
