I know he likes to take from the poor in order to give to the rich, but didin't he upsurt California's real governor because he claimed he was incompetent?
Now, who is incompetent, and can't even sign a budget?

Historically, California has had a hard time handing budgets in on time. I'd rather than work it out and have it be late then be an awful budget but have it be on time.

Hey it's par for the course. PA just passed their budget and the state of IL which was supposed to have a new budget on July 1, still has not passed a new budget yet.

This has been going on since long before Arnold. In 1992 the struggle went on for months after the deadline. It happens almost every year.

Because they have so many illegal aliens coming into the state. It's hard to budget for all the services they suck from California,

Maybe he doesn't agree with the budget? Maybe he actually took the time to read it. And maybe he is correcting and shifting money around? What do you know about sate budgets?

It takes him some time to review and fight all the socialist programs the CA crowd tries to stick in there when he's not looking!
