If you have a store that sells fabric etc. or even a walmart with a fabric dept, get some Cotton Duck fabric, perhaps even in your colors.
Think of this as what may be similar to a Tent Bag, or sleeping bag carrier.
Consider zippers/snaps/ cord/ sew in velcro, for fastening.
if you have the equipment and a sewing machine, or access to one, consider then the length of the flag versus the bag and as you might make a pillow case take the fabric , Best Side out (if that matters) and make one stitch the entire length of the fabric, creating a "sleeve". Then stitch up one end. Either leave a piece longer to use as an end flap,,, OR sew a ROD POCKET at the open end,,, to allow a cord that can pull the open end closed, and/or a draw tight spring type clip put on the cord, or just knotted when cinched up.
If aesthetics aren't a major issue you can sew the smaller POUCH on first, before doing the other process, and use the same technique perhaps for its open end.
Also in the process create a strap that you sew on prior to sticthing up the bag. That can be a piece comfortable for you, doubled, stitched together, then stitched into/onto the pouch.
Certainly you might want to chalk out the locations for the handle and small pouch first and straight pin the peripherals onto the large piece. Once finished with the large, turn it right side out, put your flags in, snap or cinch it up, and move on to your next Gig. Good Luck.
