I'd say the filter is the culprit; get a new one, and see if it helps.

Have you tried checking the spark plug? Also, changing the air filter will probably help it breathe better, allowing it to run.
sounds like it needs a tune up

Did you put it away at the end of last season cleaned or not?
It just may be that the old gas/oil mix clogged something up.
If that's a possibility, throw all the old fuel out at the hazardous waste facility in your town and start anew.

my brother finagles the throttle on mine-- don't know how to describe, but it seems to get stuck or something--it's a metal lever-like thingie on the side of the motor contraption. ?
