No there isn't a law against it and yes. They could use lasers to write advertisements on clouds so undoubtly they coild do it with the moon.

There are no laws, but there are international treaties.
The Moon Treaty bans exploration and use of celestial bodies without the approval of other countries.

You can buy a lot, but pornographic advertisements are strictly forbidden. Also, making a crater look like a butt hole is not illegal, but frowned upon.
