The best thing for you to do to help your new tank cycle is to take a gallon or so out of the old one and into the new. This will help to cycle your entire tank [which includes the filter]. if you simply rise your filter media the lack of cycle in the rest of the tank will undo the benefits.

As long as you smaller tank is disease free that would be OK,however it will only accelerate the cycling process slightly. This is because the bacteria that perform the cycling process are already in your larger tank(they are present in the air all the time.) And they only do their job after they have become attached to some solid surfaces in your new tank, and have formed colonies there. This process takes some few weeks to happen because the Ammonia consuming bacteria have to become established and creating Nitrite for the Nitrite consuming bacteria to begin their growth. So adding some "squeezings" from your aged tank will help a little complete cycling will still take a few weeks.
The fastest way to start up a new tank is to prepare a new sponge filter in an older tank for 3 or 4 weeks before starting up the new tank, and then, just add the extra filter into the new tank. Using this method will allow you to begin adding fish to the new tank more quickly, but still the fish should be added one or two at a time, with 2 or 3 weeks between adding more.

No don't clean it for a while will help the cycle. Yes just move the older sponge into the new tank and will seed the tank reducing cycle time.

usually its sugested to take a cup of gravel from an existing healthy tank and put it in the new tank. So yes I think it could work .

yes, that's a very good idea, you can squeeze the filtermedia into your new tank, as well as taking some gravel and water from your already established tank

Hope that helps
Good luck

it would be better to add some water from a mature setup.an easy way is to buy a new fish as the water it comes in is normally mature.
