Cows are way smarter than people give them credit for.
Are you talking about standing outside a fence and trying to get one to come near you?
Dairy cows are very friendly and the farmers sometimes have names for each one.
Beef cattle generally just roam the fields.
If the cattle are used to people, hold out your hand with some grass and the cow may come right to you.

I have found that lots of imitation moooos. Deep and raising in pitch at the end. This works.

I have had whole heards come over a pasture to figure out what was up.
