Does this mean you get a dorm room to yourself? Or does it mean it's a single room in an apartment?

That depends on the configuration of the dorms, but it does mean that you won't be sharing a sleeping area with anyone else.

It means that there is only one student occupying the dorm room. You usually have to pay more to get a single dorm room.
