It looks that way sometimes, doesn't it? It's like how the moon low on the horizon seems so large and orange in autumn. But the solar influx and the size of the moon is exactly the same as usual. I think on partially cloudy days, because of the presence of shadows, our eyes see a greater contrast range between the sunlit and shadowy areas, so that the sunlit areas SEEM so much brighter. If a room is uniformly bright, a lit spot on the wall doesn't seem as bright as if the rest of the room was dark but for that lit spot on the wall.
