I was at a stop light and started to proceed when the car started sputtering as I hit the gas. the car then cut off. i started it back up and i drove for about 30-50 feet and it started sputtering again and it cut off again. It will start but will not stay on for more than 2-3 minutes. Would this be the fuel pump or something else?

How many miles on the 96?
I have a 97 Intrepid with 160K

How bad is it rusted? underside?
As far as the fuel lines tank - etc.......

has the fuel filter ever been changed?
There is one on the pump pickup in the tank also.

It is possible that your ground wire is broken or loose.
I believe if you take the spare and the carpet out there is a access panel on a 96 Lumina for the fuel pump.

The caulk like stuff is seam sealer (any auto paint store ) apply just like caulking windows.
You can smooth it with your finger, and it is paintable.

If you hear a buzz or humm sound when you turn your key the pump is working.
If you dont hear that sound - it is not.
Turn everything off, you might have to get near the tank to hear it.

Check all your fuses :
Under the dash
and under the hood - relays

Sounds more like the fuel filter.
As the gas gets pumped into the lines, the sediment will clog the filter. After the car is shut off, the sediment will return back away from the filter. When you then restart the car, the crap gets sucked back into the filter.

It's a good idea not to run the car below 1/4 tank for this reason. The junk that gets in your tank (from gas stations hoses) gets in your filters

When quiet turn on the ignition but don't start the car. You should here a hum coming from the back of car. You may want to fill up the tank to.

The sending unit in the tank feads the pump in the engine compartment.

Did you run out of gas?

If you tend to run the car almost out of gas a lot, then it's probably the the fuel pump.(in tank)

ADDED:
Just because you can hear the pump, doesn't mean it's pumping at the right pressure.
