No. Just as it is not cheating if a man with sight LOOKS at another woman. Most men still look. Most women still look, too. There is nothing wrong with looking. Touching and acting upon a feeling is a different story. If a blind man is touching the other woman and acting on his feelings then yes, he is cheating. But then again, the same goes for all men and women, seeing or not.

I guess that if he is blind he knows how to read braille, right? So he would need to touch her and fondle her to know anything about this woman.
Also, he may be into the scratch and sniff thing, who knows? If he has done either of these with another woman, he has cheated.

A blind man generally looks from his hands.I mean he must touch that person whom u r telling that he saw.he watches by sensation.If he has touched that women then he might have seen her and if there is something like that then i call it CHEATING!!!!!!!!!
