knowingly or negligently or because of unawareness or circumstances and remain unnoticed ,uncomplained & unharmed????
IF yes; what do u think ; how many people of that kind are there in India?

Almost 99.9% do commit such crime and many times it goes unnoticed.Because everyone wants to go ahead of his neighbour/relative/friend and in such rate race he knowingly unknowingly brads the laws so acquires more riches than his neighbour/friend /relative

hmmmmmmmmmm

EVERYBODY breaks small laws sometimes

when the speed limit says 70, sometimes people drive 71 even

in poor places , people are more likely to break laws, due to poverty and the incentive of being hungry mostly

sometimes at the daycare centers in India the kids just have to fend for themselves and have no food

just guessing, I have not been to India

You're stereotyping.

However, the small laws you have mentioned have been broken by some people of all races/cultures.
