Is it mandatory for him to accompany me at the time of initial regisration? Are parents informed by the court of our proceedings? can we apply for a specific date of our choice ?

I don't know about India, but here in the US both parties must be present at the time of registration for a marriage license. Unless you are under the age of 18, parents do not need to be notified. You don't need to tell them the date of your wedding...unless you are wanting to be married at the courthouse.
Check with your local courthouse for the specifics of your country.

he willmost likely have to fulfill the residency requirements of India before you two can get married. Dont know the specifics of the age requirments in India but really dont think your parents will be notified if you are of legal marriage age and you should be able to ask for a specific date
