the edge of a plastic bag melted on a coil that was still warm. Is there anyway I can get it off?

you'll need a small wire brush, (preferably brass wires, you can get one at the hardware store), turn the burner on low, wait till it heats up and brush

The only way turn burner to high it will burn off,make sure the exhaust fan is on leave the immediate area the odor will subside. Unless its a lot of plastic I dont think it will flame up to much but it will give off a lot of fumes.

On the coil itself, just burn it off. But first cut away as much as possible with scissors. If stuck to bowl, then get cold and slide a knife tip under it. Then heat burner and scrape up goo. I do not recommend sanding.

Gently with sand paper. No sandpaper? Try an emery board ... for finger nails .... Go gently and wipe with damp cloth.
