What you can do is pull back the skin the most you can when you shower, and wash underneath it (what you can). That'll encourage it to separate from the head and let the head of the penis come out. It'll take a few weeks if you do that each day.

But if you can see the head of the penis by pulling the skin back when soft, and it causes no problems during masturbation/sex (action when hard/erect) then you don't have a problem.

I don't really understand your Q. When your penis gets erect, the "soft" skin stretchs with the penis, thus making it "not soft". I can also change color (from red to pink maybe). As long as you are getting an erection, it doesn't cause pain, there is no skin where it shouldn't be, I don't see a problem.

Please let color or inner skin apart and focus on the prepuce functionality only. In fact, Phimosis is one of the most frequent penile dysfunction among male. Prepuce or foreskin has to move with no effort around glans, covering or uncovering it completely and independently if penis is flabby or in the erect state. Obviously, when the prepuce comes unrolled, it will wrap itself in the lower part of the glans, wedging in a tighter oxbow, where its inner skin can be visible. Such upside skin can have the same color of the glans (skin).

It is normal if you have your foreskin - i.e. you have not been circumcised.
