Without knowing the specifics for each of those states who have not enacted provisions for medical use, I do know some of those that have not do not provide for ballot initiatives or voter referendums whilst others do not wish to challenge the federal government. In other words, they are just too timid and would rather "go along to get along." Very Un-American not to stand up for what is right.
Public opinion and science is turning the tide against the status quo but the gist of it all is that NOBODY --especially those controlling the government-- likes to admit that what they are doing is wrong. If you tell a lie long enough you end up convincing yourself that it's the truth and this is certainly the case with US drug policy--not just marijuana, either.
If I were a suffering patient in need of a plentiful supply of effective pain-management drugs I would be forced to expatriate from the US because of its senseless, CRUEL, and INHUMANE drug policies.
And SO WHAT if people want it legalized for recreational use? Were it not for the RAMPANT racism and bigotry which prevailed in the early 20th Century it never would have be outlawed in the first place.

Marijuana, though "legal" in some states for medical purposes, is still illegal under federal law. Simply because a few, and it is very few, states "see" medical value in it, is not going to spur a national trend.

Because those states that legalized it are retarded. The chemicals in marijuana that have any medical benefit are available nationwide in pill form. People don't want it legalized for anything other than being able to smoke it.

I can't understand either. I think if someone is dying and is in pain, they should have access to maximal comfort, so long as it's not hurting anyone.
I guess the conservative states just don't get it.

most likely because it is more of a pain then it is worth. If they legalize it, it will just cause a whole new mess of legislature, new laws and such. Not to mention it's worthless anyways.

Because of the liberal politians don't think its politically correct. I think the gov could make alot of money of this stuff by taxing it like cigs.
