If the shingles are buckling you have to tare them off and put on new. If your shingles are still flat you can put on a second layer on top without removing the old. Go ahead and slap on a new layer before its too late. OH, and you can't put on a third layer.

Well if you are talking dimensional shingles than most companies carry a twenty five to thirty year warranty. If the edges of your shingles are starting to curl you can usually turn that in under warranty if you have all your info straight. Otherwise just the age of the roof means that you should probably replace it within the next five to ten years. Three tabs carry warranty also most of the time. If its not leaking and it looks like its holding up then give it a few. Check your warranty info it might save you some money if they are curling or coming appart.

A lot has to do with the condition of the shingles and the environment that they were exposed to over the last twenty years. If they don't leak and look to be in fairly good condition, I wouldn't mess with them. You might be able to go another 3 to 10 years without a problem.
If your not sure, have your home insurance company send out an inspector (State Farm does it for free). However, the inspector is almost always going to recommend replacement (at your expense), just to be on the safe side.

After 20 years, you should probably get it redone. When it looks like it is falling apart, you should get a new one because do you really want to wait until you do have leaks to get a new roof?

It depends on the type of roof. If it is asphalt you will notice the gravel coating starting to wear off and the ends of the shingle to curl.
If enough of the gravel has worn off that the asphalt is showing they need replaced.

if the shingles had a 20 yr life, it,s time to replace it,
the stone covering will come off, you will see edges peel up
pc,s starting to come off edges,
if it,s single layer you should be able to lay the new ones on top of them, check your building codes,
