happy birthday.. glue reacts to oxygen when released from the tube and therefore sticks to the surface. theres no oxygen in the tube till its released

Basicly, the component that makes the glue react is not sufficiently present in the container to make the glue react. This can be air, moisture (cyanoacrylate superglues), a chemical component that needs to be added, heat, UV, etc. All depends on the type of glue. In short, it's likely not to act as a glue yet.
Of course, many if not most glues are sticky even if they are in the tube. For this reason it's customary to select container materials (or inner coatings) which prevent glues from sticking (permanently :) ) to them. For instance, if you spill white glue (Elmers) over the plastic bottle you'll find that after hardening it's easily removed.

the chemicals inside the glue needs oxygen to stick, since theres no air inside the bottle, it wont stick

Glue needs to evaporate (or mix with air) to dry.

Air in the closed bottle is saturated, thus it cannot evaporate to dry.

Some glue is like expoy. The glue is "Part A" and the air is "Part B".

because glue doesnt stick until its dry..if you leave the bottle open..the glue is going to dry and stick..

It needs air to stick, so if you take lid off bottle for to long it will stick to the side.

It would stick if you took the lid off and let air in.

glue requires some type of agent to set it up. some glues will set in air. superglue requires moisture to set- there is enough moisture in the air so set it up and the moisture on your fingers will set it up quickly.
