i get the error "i need permission to access this file" under vista ultimate edition when trying to copy and paste a file to my external usb hard drive which is situated on another machine on the network. I am on a domain and log into my pc using the administrator account. The permissions are set for full access for that account and the administrator account (me) is the owner of both the file I want to copy and the external disk drive destination folder, and infact everything on that drive. Any suggestions?

Connect your external usb hard drive directly to the PC you are using and it will work.
You are trying to use your external drive as Network Attached Storage (NAS). Google for NAS for more info.
