APA writing style-number of pages?

Question

When writing APA style, is the cover sheet and reference page included with the number of assigned pages you are instructed to write? I am instructed to write 4 pages which I have, but the cover sheet and reference of course adds on. I just don't think it makes sense for these two to add as major content. Thanks

The title page and references do not normally count as pages in an assignment.
