It's more the quality than the quantity when talking about amps. A 30 watt amp is hardly any louder than a 10 watt amp (ampage is cumulative, a 5 watt amp is HALF (not 1/10th) as loud as a 50 watt amp). But if your 30 watt amp is a marshall it'll be infinately better than if your 10 is a rubbishy brand, because marshalls are far better made, so you'll have better fidelity and probably better distortion.
Even so, I'd say a 30 watt amp will probably sound better than a 10 watt amp, though the difference may only be slight. If you're planning on playing gigs (even in a year or so's time) you'd be better off getting a 100+ (though not stupidly higher) amp, as 30 probably won't be able to cut it at higher volumes.

A bigger amp won't change the quality of the sound, it will just play it louder. However, you should hear an improvement in the bass response. Our ears are not very sensitive to low frequencies so the more power you have, the better those will sound.

A bigger guitar amp will sound better for a big party or some big rock concert !
A practise amp will be for hearing music anytime !

Sound depends on the quality of the amp not the wattage. Marshals tend to be very very good.
