You need to watch Full Metal Panic! before Full Metal Panic! The Second Raid.
It doesn't matter when you watch Full Metal Panic? Fumoffu. It is a break from the main story, and is only about humor, so you can watch it first, second, or last, and not have any problems. I know some people who have only watched Fumoffu and loved it, and I know others who have waited until after watching the other two. In my case I watched Fumoffu second without any problems.
