you should wait around 8 weeks in total from the date you setup the tank.
Test the water for nitrates because once they start to rise you know its time to start the weekly water changed

Try grabbing a handful of rocks from an established tank. This will help seed your own tank and the good bacteria from the rocks will breed and grow more fast in your tank. Don't add fish too fast and don't buy fish that are expensive. Expect some to die within the month.

As soon as you have fish in there, you will need to do waterchanges to control the ammonia spike, if your ammonia is at "0", then you can start doing only once a week 25% partial waterchanges

Hope that helps
Good luck

You really need to get a test kit you can buy a full kit that tests everything for around 15 pound from your local fish store, the time to do a change really is when your nitrates is getting high

I would leave it for about 3 weeks to give it a chance to build up bacteria. ( I assume you are using a filter ) if not do a partial water change every week, but a filter needs to build up bacteria to do its job properly
