I literally only have like 5 mins to answer this question...I dont know all the details, have not read up on all facts, but just the thought of it (flooding in UK) being a terrorist act really does not make sense, if I take the question literally, terrorists just cannot control weather in this way. They could damage water barriers but how would they know for sure that everything would play out well in the geographic scheme. Yes, you can say that they went to school and the taliban is now a group of highly educated socialites and ivy league guys posing as scholars, but in truth they are pure evil??? No it dosent make sense! So I am taking the position of NO, not this time guys.hehe, TakeCare-Rachel.

Depends on how you define "terrorist."

I'm sure all those poor unfortunate people who saw the water levels rising, when realising their homes and things like photos of loved ones were going to be ruined, felt terror-struck... and now they are homeless, that is also a terrifying experience cos you're looked down on by everyone else, and powerless...

Much could have been put in place to prevent the flooding - our old sewers being inadequate has been discussed for many years and the lack of appropiate action has been obvious for many years...

It's all a matter of priorities...

Councils are spending so much money keeping families etc., in very expensive hotels and privately-owned flats, that there is very little left in the pot...
and water companies know we can't afford to meet the cost of updating drainage systems...

There IS an answer... but most people are not aware of it:

What an absurd and stupid question! The recent flooding in the UK,and many other parts of the world,is to do with Mother Nature and her climatic conditions. Specifically, the UK Jet Stream which usually brings us our hot summers is out of position this year.Instead of being north of the UK,it is south of the UK.This means low-pressure area systems such as we get in autumn, winter and spring, get to settle over us and drop their contents accordingly. The usual high-pressure area systems such as we get in summer, are too far south to make little impact on our weather.

The idea that terrorism is involved is the most stupid thing I've read in decades! No wonder the education of this country has gone down the plug-hole when idiots like you come on here with profoundly daft questions! Pass me a coffee!

Yes it was a terrorist act, the terrorists were those who artificially increased the UK population thereby forcing us to build on flood plains

You mean the terrorists who couldn't drive through airport barriers in Scotland because they used a jeep that was too wide?

Building houses on an ancient flood plain has a lot to do with it.

Thousands of backpacks filled with water, the cunning devils,
when they`re apprehended they should be put in the same madhouse as you, Mr watery head.

Now your going to tell us the terrorists can screw up the weather, come on, grow up!

How could they have organised the weather then?

I think its more to do with flood plains and drains - as others have mentioned.
