Well, to be a little technical, it is the cups (or the propeller on some) on an anemometer that spin. What is interesting and I am a little surprised that cyswxman (he/she one smart person) didn't mention it, that the cupped and propeller driven anemometers require frequent maintenance. Because of the maintenance issue and occasional wearing out of the moving parts, a new type called a sonic anemometer has been developed and is being used to replace the older types. The big advantage is that it has no moving parts. No more spinning things.
