Interesting question. I would hazard a guess that it was governor though I don't recall any African American US
senators elected during that time. Even lieut. governor
seems unlikely. I do think some members in the House
of representatives were African American.

No african americans were elected during this time. The right to vote, in once confederate states, were suspended. All offices were appointed by the federal government.
