Your use of the term recalcitrance relative to the action of States is interesting since each was attempting to act in its own best interest. A number of the States of the former Confederacy had their elected legislatures removed (by the Union’s federal troops) and replaced with hand picked individuals.

The 15th Amendment was initially declared 3 February 1870 until New York legislature by resolution withdrew its original ratification [14 April 1869] and then was finally declared ratified 17 February 17 1870 with Nebraska’s ratification.

The States you mentioned ratified it on the following dates:
South Carolina [15 March 1869],
Georgia [2 February 1870],
Mississippi [17 January 1870]

Alabama neither ratified it nor rejected it

The following States ratified it on the following dates:

Texas [18 February 1870
New Jersey initially rejected it, ratified it on 15 February 1871
Delaware initially rejected it, ratified it on 21 February 18 1901
Oregon initially rejected it, ratified it on 24 February 1959
California initially rejected it, ratified it on 3 April 1962
Kentucky initially rejected it, ratified it on 18 March 1976.

Maryland initially rejected it, was approved by signature of the Governor 7 May 1973

The Amendment was initially rejected by Tennessee and never ratified.
