Smile at people in the cafeteria. Walk up to interesting looking people and say, "Hi, I'm new here, I don't know anyone, have you been here for awhile?" That usually works. Also, wear interesting things that can help you start a conversation, like if you wear a sweatshirt that says, "Stephen Colbert for President" you'll meet people who also watch The Colbert Report. (Just an example.)

Since it is the beginning of school, all sorts of clubs and groups should be trying to solicit new members so my advice--- GO TO THEIR EVENTS!! Join clubs or the Greek system, sports teams, intermurals etc. There you will meet new people with the same interests as you and most often, free food!
Also talk to people you sit next to in class, (hi, what's your name, where are you from, major... that sorta thing just to practice social skills.) only thing is DON' T STAY IN YOUR ROOM!!

Hope I've helped.
