I want to get into UIC. My GPA is 3.57 but......my ACT score is 19 (I really don't know why). I would take the ACT again to get a better score, but I want to apply early so they can see that I'm interested in getting into their university. I want to study software engineering concentration. Do you think I can get accepted into UIC? please tell me what my chances are.

I would guess that they will realize that you are interested, even if you don't apply early. No school wants a student who wants to be there but who appears to be underqualified. You would do better to retake the ACT before applying.

Retake your ACTs, and score at least a 21 or so, and you'll probably be okay. UIC likes to see a minimum GPA of 20. The Engineering college is fairly selective here.
