When the carb float bowls fill up with gas, the floats rise and push the float needles into their seats and prevent any more fuel from entering.
The fuel pump puts out very little pressure.
When the float needles close the inlet, that's enough to turn off the fuel pump.
The fact that the fuel pump pumps continuously, is a sign that the float needles aren't stopping the fuel.
Could be dirt in the seats - worn needle & seats - stuck floats.
The carbs should be removed and inspected/cleaned.
Leaking carbs is a common problem with older bikes and ones that have been sitting without having the gasoline treated with fuel stabiliser.
Vacuum has nothing to do with leaking carbs.

those type of carb set ups use vacum to move the slides up and down as far as the flooding is concerned there could be issues with the float sticking open and not closing so u very much need vacum. best to get a repair manual and read over how the carbs are set up so u can visually see and understand how that style of carb works
