Because he is not happy that the WTC management company getting all the revenue and there is no legal way to extract value from his ownership of the building.

I suppose it occurred to him in the same fashion that it occurs to every property owner to get insurance.

But, yea, I agree, anyone who buys insurance should fall under immediate suspicion.

He may have been related to the same people that hit the state lottery. What are the odds against hitting the state lotto? They are far greater than someone making good on an insurance policy.
