Is the Earth like a perpetual top and what creates its perpetual spin does it have anything to do with the Sun and Earth's magnetic poles?

You are really wondering why the spin doesn't slow down and stop, right? You are assuming it would naturally slow down like any toy top. But in the vacuum of outer space, there is no friction. There is nothing making it slow down. It takes a force to slow a moving object down. A car without breaks is in real trouble because you have no way to stop it, but air and road friction will eventually stop it. In space there is no friction at all. A planet that is spinning will just naturally keep spinning at the same speed forever without any kind of power source at all.
