the population is lower. if they were as populated as say california or new york then the crime rate would be about the same if not worse. poverty doesn't always cause crime, but greed and dense over crowding sure as h*** does.
to seeniqua: it isn't mississippi anymore either. since they legalized gambling 15 years ago in mississippi the revenue of the state has quadrupled. louisiana has the lowest per capita personal income averaging at only 24,000 a year. and the two poorest counties in the country are both in south dakota.
and to the person who made the inbreeding comment why don't you come down here and we'll show you who the "inbred" ones are. idiot.

West Virginia's got the lowest national crime rate
of any other state? Really? That's news to me.

I'm not certain you are correct.
I know that Montana's murder rate is less than half of the murder rate in WV.

WV is really poor though. I think its because there isn't alot of gang activity or organized crime there.
